The bill is awaiting a vote by the full committee. The three subcommittee members who favored the measure are all delegates from Northern Virginia: Republicans Tom Rust of Herndon and Randy Minchewof Leesburg, and Democrat Eileen Filler-Corn of Springfield. Tell us: Should Virginia continue to operate under Dillon Rule or should lawmakers leave more room for local governments to set their own course?
RICHMOND (Capital News Service) — During a session marked by debates over big issues like the state budget and abortion rights, Virginia legislators spent a surprising amount of time dealing with mundane matters — like telling slackers in Prince George County, the city of Hopewell and the towns of Ashland and Chincoteague to mow their lawns. In Virginia, it takes a state law for local governments to order residents to cut their grass or remove trash from their property. That’s because Virginia follows a legal doctrine called the Dillon Rule. Under that principle, localities have only powers granted to them by the state. As a result, every year local officials must go hat in hand to the Capitol and ask the General Assembly for permission to…

LeMunyon is running against Eric Clingan in the 67th Delegate District election Nov. 8
Del. Jim LeMunyon (R) and Eric Clingan (D) are vying for the 67th Delegate District seat, which will be decided Nov. 8. Patch sent in the same questionnaire to each candidate. The following are LeMunyon's unedited responses. Click here for Clingan's responses. Local Editors Ask Local Questions Q: Some elected officials and advocates for mass transit have suggested that Metrorail extend the Orange Line to Centreville within the next decade or two. Should it? Explain. Yes. In my view, the project should have taken priority over extending Metro to Dulles, as an Orange Line extension along I-66 would take more cars off the road and do more to reduce congestion. The federal government requires that an Environmental Impact Study (EIS) be …

Local Editors Ask Local Questions Q: Some elected officials and advocates for mass transit have suggested that Metrorail extend the Orange Line to Centreville within the next decade or two. Should it? Explain. I strongly support expanding Metro’s Orange line to Centreville over the course of the next two decades. We can’t afford to turn good ideas away and extending the Metro out to Chantilly is a good idea. We need to get it done and we need to get it done right. Our commutes, our …

Candidates in 67th Delegate District discuss transportation, role of federal government and more
Del. Jim LeMunyon (R) and his challenger Eric Clingan (D) faced off in their first debate of the 2011 election Sunday. The candidates are vying for the 67th Delegate District, which includes parts of Oakton, Centreville and Chantilly. LeMunyon and Clingan appeared on "Inside Scoop" in a debate moderated by host Mark Levine and Mike Lane. TRANSPORTATION LeMunyon: "We do have a serious problem and it's not being adequately addressed." LeMunyon suggested legislation that would require transportation projects in Northern Virginia to be indepedently rated based on what they will do to reduce congestion. "We need to determine the projects that will give us the biggest bang for the buck, make that list public so that the voting public can hold …

LeMunyon continues his focus on transportation in his campaign for re-election
At a Glance Del. Jim LeMunyon (R) may have been hired by the constituents of the 67th District to represent them in Richmond for two months out of the year, but he treats it like a full-time, year-round job. "I think I'm making on an hourly basis less than minimum wage," he laughed. A detail-oriented person, the 52-year-old incumbent delegate likes to be familiar with the specifics of an issue before drafting legislation and rallying cosponsors. In his opinion, it's not possible to get anything significant done without putting in the work during the other 10 months of the year. But he enjoys the work and believes he's the best person to hold the seat, touting his "what you see is what you get" demeanor and his disinterest in politicking …

Clingan touts himself as a moderate in campaign against incumbent Jim LeMunyon
At a Glance Eric Clingan has been interested in politics since he was a young boy. Raised in a conservative household, he began following politics at 12 years old, the same year Ronald Reagan was first elected president. Now Clingan is 43, a Democrat and still just as interested in the power of politics as he ever was, but now moving into the spotlight as he makes his first run for public office in his challenge to Del. Jim LeMunyon (R) for the 67th District seat. He said he's ready to get off the sidelines and start taking action. "Frankly, there is a point where you have to actually get on the field and that's what I'm doing now," Clingan said. "I'm on the field and I'm looking to score and score big." He likes that not only is politics …

It is so past time for this thing to go away. First, it's time-consuming and cumbersome; second, it's ridiculous to imagine that someone from Albemarle or Wise County has the slightest idea what is appropriate for Arlington or Falls Church. And, perhaps, third: legislators from the more conservative parts of Virginia seem to delight in inflicting the screwgie on what they see as treacherous blue …   more ›
