County Board of Supervisors Passes Resolution on Phase 2

Rail to Dulles is "county's No. 1 transportation priority," Bulova says

The Fairfax County Board of Supervisors on Tuesday approved a resolution backing the U.S. Secretary of Transportation Ray LaHood's proposal for completing Phase 2 of the Rail to Dulles project.

The resolution reiterates Fairfax County’s commitment to completing Phase 2.

“This resolution endorses the strategy in the draft Secretary LaHood presented last week," said Chair Sharon Bulova. “Rail to Dulles continues to be Fairfax County’s No. 1 transportation priority and the board remains committed to completing the Project in a timely and cost effective manner. The Board also is committed to working with our partners to address financial and project related issues.

Last week, to scrap the planned underground Metro station at Dulles International Airport in favor of an above-ground station. That, and other changes, is expected to trim about a $billion to the cost of Phase 2.

Fairfax supervisors initially disapproved of the part of the plan that would require the county to pay for the $83 million cost of the planned Route 28 Metro station.

Under the resolution approved Tuesday, the county agrees to pay for the station — and two Metro parking garages — as long as the county government receives adequate financing, including loans from the federal government.

Talks on the matter will continue Friday. Virginia Gov. Bob McDonnell (R) said Tuesday that he would consider putting up the money if the state secures greater representation on the MWAA board.

Virginia has five seats on the 13-member board. The rest are federal, Maryland and D.C. appointees.
