What is proper etiquette for citizens when being pulled over for a traffic stop?

They should pull safely onto the right shoulder, whenever possible. Hands should be kept on the steering wheel. This is for safety reasons, the driver's and mine. Just relax, and we will then introduce ourselves, ask for your license and vehicle registration. We will then advise you why we pulled you over.
